Reserve Minimal CUs for Builtins

This feature gate reduces default CU allocation for builtin program instructions down from 200,000 to 3,000 CUs to improve validator performance.

Impact

Less than 0.00001% of transactions will be affected by this change.

Developers should always use compute budget limits to explicitly allocate CUs for their transactions. This change will not affect transactions that explicitly allocate CUs.
